That totally depends on the computer - which sadly, you have told us nothing about. If a notebook, they typically have a hidden partition on the hard drive that will return the notebook to its out-of-the-box factory settings. If a factory made PC, they may have a hidden partition, or recovery disks. This information should be in your user guide/manual.
If custom built, you may have to reinstall Windows using the Windows installation disk.
However, this is usually a latch ditch effort to fix a problem that typically results in total loss of all your personal files and sets system security back months, if not years. If you are having problems, perhaps if you provide specifics of your system and the problems, we can help resolve them without such drastic measures as a factory restore.
