Building a computer, not new to it, but its been a while.

Hello everyone,
I am looking to get a new desktop, and have decided that building one would probably be the way to go. I built my last desktop, but this was in 2005, so while I know what im doing, I need to dust the knowledge off. LoL. I havent really done much research about computer parts in awhile, but the last day or 2 ive been looking around and thought maybe it was time to join a forum and get input from people who know computers better than I do. Im looking to try not to go to crazy with money, but dont want to build a cheap computer I woulnt be happy with. Heres what im looking to do with the computer:

Obviously id like to use the computer for web browsing.
Id love to get back into computer programming also, so ill be using it for that
Id also like to find hardware that allows me to input from my direcTv DVR to my computer, and burn DVRs to BluRay so that I can save room on my DVR. When looking around I saw something called Hauppauge Colossus that looks like it may work well for this? Anyone have any input on that also?

Im assuming for the DVR -> BluRay that id like to do ill need a card to input HDMI? Ill also need a bluRay burner. What would everyone suggest I go with as far as all of the hardware i need? I wouldnt mind going with a fullsize case instead of a mini case, space isnt an issue, id rather leave open bays for the future if I would need them. Thank you everyone for your input.

A few questions first.

What will be your budget?
Do you have a preference? AMD, (cheaper) Intel, (on the whole, better performance, but more expensive.
Where do you live? needed so we can get to the right sites for you.
Will you be gaming? if yes, how serious?
What parts are you bringing to the build?

Id like to stay around $600-$800, but that isnt totally set in stone.
Ive used both AMD and Intel, dont really have a preference.
I live in Pennsylvania
I dont really do any gaming online, I have my PS3 and XBox360 for that :-)
I dont already have any parts that I planned on using, planned on starting fresh.

Please keep in mind that I want to use the computer to be able input from my DirecTv (HD Quality) to be able to burn my DVR'd programs to BluRay.
I also plan on using the computer to get back into computer programming.
