Unable to connect to itunes store

I am posting this from India.
I am unable to connect to iTunes store from my laptop as well as my iPad2
even unable to connect to App store from my iPad2.

every time i get the following reply.

We could not complete your iTunes(App) store request.The network connection timed out.
Make sure your network settings are correct and your network connection is active,then try again.

I am posting this from India.

Just to complete the picture, are you sure the apple id in settings > store is the correct one and not your icloud apple id
