Why does the State of CA keep trying to connect to me ip address?

Im not sure which forum to put this in..but

I keep seeing repeated attempts on my peerblock of them trying to connect to my computer. Any idea why? I used to use p2p programs but no longer do. However, my wife does occsionally visit SOC sites, but on a different computer without PB installed. At the times Ive seen SOC on PB, she wasnt on any SOC sites. Any idea why? If they were montoring my internet activity, theyd be contacting my ISP and not trying to directly connect to my computer, correct? I have no reason for them to monitor me, but it does make me worried as to why I keep seeing them show up. Any idea why? Can anyone shed ANY light on this?

Also, I do not use any p2p programs, although I just stopped maybe a week ago. Im aslo connecting through a VPN.

Whats going on?
