Dell Inspiron 6400 won't start

My Dell Inspiron 6400 will not start, when I press the power button the 3 lock lights go green initially and then the Caps and scroll lock lights flash green for around 20 secs with the number lock light a steady green. Then all goes dead again. I have tried removing and replacing the battery but this has made no difference.

Can anyone help?
