Vista - Control Panel not accessible / OS in Spanish

Hi there,

I have two major headaches at the moment which I would be grateful for some help.
Firstly, as I live in Lanzarote and bought my laptop here, the OS is in Spanish and I have no idea how to change it to English. I need this done so I can set up a uk VPN for my business work.
Also I cannot access control panel at all, when I click on it it flashes up momentarily then disappears.
Any suggestions welcome please!
