Please help stuck in startup repair loop in Windows 7

I'm not really sure where to post this but I need help trying to figure this out, it has given me much frustration with no success thus far. Saturday evening I returned home to find that my computer had an error on the screen stating that windows was unable to communicate a device. So I turned my computer off and rebooted it, however it was unable to boot properly and would hang up at the log in screens never accessing windows and the one time it finally did simply had a black screen with nothing there not even so much as the task bar. So had rebooted again to once again receive the error about communicating and one time received a disk read error.
To try to find the problem I disconnected the computer and opened the case grounded myself to the case and tried to re-seat the ram, hard drive video cards and the plugs going to the power supply. I also tried removing the ram and running it with no ram to determine if their was an issue with the motherboard, when i did this it sounded like the computer was revving up then down, so replaced the memory putting in 1 stick at a time to see if perhaps some of the memory had went bad. This brought about no change in the operation or booting. Next I tried to run a hdd check from the hdd manufacturer which came back with no errors, and also ran a memory diagnostic check with no errors. I noticed also after this error and reconnecting that 3 of my 5 fans were not spinning, only my front fan and 1 of the side fans were spinning, the other side fan, the back fan, and the top fan were not moving. The internal heatsink on the video card was running as was the processor fan. Upon trying to boot up again it loaded windows files as the bar filled then instantly went to startup repair to which it said it was unable to repair automatically and had to restart. This keeps looping in this process. I have tried booting into safe mode, booting with last successful configuration, I tried disabling restart on crash, none of these allow it to boot they all go to start up repair. I tried using system restore but it says that computer is running in a limited state and can not undo so it wont allow me to use my restore points, they dont even show up there for me. I have also tried to use sfc but it wont allow that either because a repair process requires a reboot.
I am unsure now if it is a hardware issue or a software issue where perhaps a windows file was corrupted or damaged. It was assembled for me by my brother so I dont have the windows disk to try to reinstall or repair from either since he has my copy right now still. Please help me figure this out so I can get my computer back up ASAP for classes. Thank you in advance for your time helping me with this.

After starting command prompt in advanced repair options in startup repair i typed in notepad in command prompt and used save as to browse the files and then found startnet and clicked run as admin sorry for grammar anyway i wonder if the update log will be usefull?edit:also it sayd something about an update it updated the registry by itself and then it broke.edit3:i think some angry douchebag from microsoft did this...

So what is the status now? Running, dead?

No idea what startnet is as I don't have that on my system.
