Dell Inspiron 1545 screen keeps turning bright green

Your first test is to connect an external monitor.
Some laptops will automatically detect the presence of an external monitor.
Others require an F key to be pressed.
Consult your manual if you have it. If not here is the link

If the fault lies with your LCD screen on the laptop, the inverter - although that usually results in the image fading, then the external monitor will work OK.
If the fault lies with the graphics chip or a driver or other matters connected with it, the external monitor will NOT solve it.
Therefore this is your first test and we may then have a more definite idea of the way to go.
