Start, (All) Programs, Accessories, Command Prompt (If Win 7 or Vista, Right click and Run As Admin). Type with an Enter after the line.

(do you get an error or does it say the service is already running?)

It says, " the dependency service does not exist or has been marked for deletion"

I'm going to assume this is XP. Let me know if it is not!
Probably missing afd.sys but could also be missing tcpip.sys or netbt.sys.
We can ask SC for the state of each driver:
Start, Run, cmd, OK
Type with an enter after each line.
(I use two spaces in the code box so you will be sure to see where 1 space goes.)
Each one should say something like this:
SERVICE_NAME: afd
TYPE : 1 KERNEL_DRIVER
STATE : 4 RUNNING <===============================================DOES THIS SAY RUNNING?
(STOPPABLE, NOT_PAUSABLE, IGNORES_SHUTDOWN)
WIN32_EXIT_CODE : 0 (0x0)
SERVICE_EXIT_CODE : 0 (0x0)
CHECKPOINT : 0x0
WAIT_HINT : 0x0

Yes my comp runs XP.
So I followed the instructions.
For afd it says "[SC] EnumQueryServicesStatus:OpenService FAILed 1060
The specified service does not exist.
For the other 2 it says running

OK. Follow the instructions at:

Download the two files attached to the post. Then follow the instructions in the post.
After you do that try the
sc query afd
again and see if afd will start now.

My iPhone is not allowing me to save the first txt document so that I can transfer them to the laptop. Any other suggestions? Is the first one needed?

Alternative method:

Look for:
Hardcore method when nothing else is working
Do
Step #1 and Step #2
(Read the comments underneath too)
Once done, try the sc query afd command again.

Okay where do I even find the nettcip.inf file? This is not very beginner instructions huh?

Unfortunately you do not have a beginner infection.
Look in C:\Windows\Inf
If you can't see it then:
If using Windows XP:
Close all programs so that you are at your desktop.
Double-click on the My Computer icon.
Select the Tools menu and click Folder Options.
After the new window appears select the View tab.
Put a checkmark in the checkbox labeled Display the contents of system folders.
Under the Hidden files and folders section select the radio button labeled Show hidden files and folders.
Remove the checkmark from the checkbox labeled Hide file extensions for known file types.
Remove the checkmark from the checkbox labeled Hide protected operating system files.
Press the Apply button and then the OK button and exit My Computer.
Now your computer is configured to show all hidden files.

I found it... Got up to uninstall TCP/IP but it does not give me the option to

I get up to tha last part of Step 1 and when I try to click Internet Protocol(TCP/IP)... the unistall button disappears.

If you have Spybot S&D or Ad-Aware, uninstall them. Pause your anti-virus.
Try it again and make sure you save the .inf file after you change it in notepad.
