Dell Inspiron 1100 won't reinstall XP

I was given a Dell inspiron 1100 that starts up but there is nothing on the Deck top showing. I tried to reinstall windows XP but nothing happens, with the CD inside it starts but says installing, but nothing ever happens---It states installing and will take 45 to 90 minutes.... but that's all it never moves on to the next step. how can I find out what is the problem why it won't complete installation.

Maybe the CD you are using is scratched ?
