Getting Bars on my images

I don't know it this is the right forum to post this, but I keep getting bars across random images when I am on the internet. The problem occurs no matter which browser I use, or computer. The same thing happens on my iPad that is on my PC. So I am thinking it has to be something with my wireless router maybe? Also sometimes pages don't load correctly and they look weird. I have to refresh the page to get back to normal. Sometimes it works, sometimes it doesnt.
