here's the thing about the psu

a psu has three rails--12volt, 5volt and 3.3volt

the 12volt operates anything with a motor.

the 5volt uses to operate the videocard and the powerbutton, but videocards have gone to the 3.3volt rail, which also powers the cpu and pci slots.

Since neither the pci or agp card works, i do not think it is the psu---, but, I have seen odd things before and since switching the psu out is simple, you should be able to test it quite easily.
