blue screen random shutdown (tcpip.sys problem) , WHAT should i do?

i have the same problem as this guy

except my problem happens with IDM (internet download manager), when the download bar opens the system crashes to blue screen, with tcpip.sys error.

which files permission do i have to change or what do i have to do?

i did not find the file minidump in windows folder, i have windows vista, 32b toshiba laptop

first...although you think you have the same problem as the poster in the link you provided...because of the different hardware and software installed the fix can be totally different...
try uninstalling the internet download manager...reboot and then try downloading something
