EXCEL HYPERLINKS NO LONGER WORKING

Hyperlinks that I have set up on excel sheets no longer work.
I did something that changed a setting when I got rid of a flash player that kept locking up.
error message reads:
"This operation has been canceled due to restrictions in effect on this computer.
Please contact your system administrator."
I am the only administrator this computer has.
I do not know what to do.
