Click Start...type in cmd...select it from the results above by right clicking and select run as admin

At the command prompt, type the following lines, and then press ENTER after each line:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

Click OK when you receive the message that DllRegisterServer in FileName succeeded.
Type exit.
reboot
try connecting to the site using IE

Followed your directions and still cannot connect to the site. After typing all the lines you wanted me to in CMD, all succeeded except the following four.

initpki.dll
gpkcsp.dll
sccbase.dll
slbcsp.dll

Bypass the router and connect directly to the broadband modem, see if that makes a difference.

When I first noticed the problem I suspected the router was blocking the site somehow, so bypassing the router and connecting directly was the first thing I tried, and was still not able to connect.

Every other website I surf to loads up with no problem.

if this is accurate...then it has to be a hosts file ,dns, or firewall problem

have you tried system restore...if not go back at least 2 weeks prior to the issue...

I only have 4 prior states I can restore my system to, but none farther back than Feb. 14th, and I've been dealing with this annoyance for at least two weeks now.

Anti-virus, anti-spyware?

Let's see what's installed on your computer.

Download and install CCleaner from the following link: CCleaner - Standard

During installation, uncheck the option to install the Yahoo toolbar.

Start CCleaner. Click on Tools (ICON) and Select the following BUTTONS to create two (2) text files:

* Uninstall > Save to text file (install) – bottom right corner of app window
* Startup > Save to text file (startup)

Locate and open each saved files in the ‘Documents’ FOLDER:

* Copy and paste the contents of each file into your next post (2 files).

Uninstall these one at a time and see what happens. You can reinstall them if they are not causing the problem.

Constant Guard Protection Suite
Malwarebytes' Anti-Malware
All things Google
MyPoints Point Finder

What are these?

Wootalyzer!
BCSSync
CTxfiHlp
Handbrake
Unsubscribe.com
Your Uninstaller!

You also have Microsoft Security Essentials installed. I wonder if it's conflicting with Constant Guard Protection Suite?
