Screen has diagonal opaque lines

the lines go thru the window title bar, occasionally completely cover in full the desktop- see attached
toshiba did not know what it is- wants me to reinstall the operating system
the lines are not present on any non window media player , so i think it is not the screen
they reinstalled all media software again with no change

Ibelieve its a window problem , please help!
