diagonal opaque lines on desktop

happens occaionally on desktop,but always shows those opaque lines on address bar area
toshiba qosmio dont know what it is-reinstalled all media software, wants me to reinstall the whole operating system

The opaque lines do know show on Real player for exmple , so i dont think it is a screen issue - please help
