DOS App runing in WIN98 Menu does not show

I am trying to get an old DOS application to run in WIN98 under DOS. It does execute, but the menu commands do not show up, the title page and next page does. I have edited the Config.sys file to make sure Himem.sys, etc is included, but the App still does not work. I remember running in to this in the distant past, but cannot remember the fix. Is there anyone out there that can help.
