Whenever i start my laptop it tries to load windows then it pops up saying loading files then when the screen that normally states window with a loading bar comes up for about 2 seconds before it launches into system recovery. ive tried to restore the system and try to do a system repair but the system restore comes back and says error cannot do system restore. and system repair says it fixes the problem but then launches back into system recovery when it restarts also tried checking the hdd for errors but it launch s system recovery before it can check the hdd. i have windows 7 home premium

Is one of the options available
Repair your computer - presumably yes as I take it that is where you attempted system restore from. - DO NOT select that yet but on the general F8 screen try as below please

presuming that you have already tried Last Known Good - if not try that.
If you have not tried Safe Mode please do so - not safe mode with networking.
If you have Low Resolution Mode try that as well
Also try disable driver signature enforcement

If none of those work select Repair your computer and then -cmd pormpt
At cmd prompt type
chkdsk C: /r

presuming that you know C drive is the drive with Windows installed. UNLESS you known differently you may safely presume it is.
