I have the same problem with my pc and I solved it with the following steps though I have multiple OS on my PC.

1. I copied files inside the folder windows "system32 folder" to replace the one in the currupt drive.
2. Reboot your system
3. Login with administrator
4. Create a profile for new user.
I hope this will work 4 anyone in my shoes.
