Blue and Yellow shield stopping me from using programmes

Problem: I have a blue and yellow shield that has attached it-self to important tasks that i want to complete on my CPU. I would like to uninstall all current virus protection and install a new one that I have purchased. For some reason, it will not allow me to do this. I have right clicked on the shield but nothing happens.

I am the only user of the laptop and, as far as i can see, i have all the administrator privelages. I have not adjusted any of these settings at any time. Its becoming quite frustrating now. I hope that someone can help!
