Lost desktop background picure

I lost the ability to change my desktop's background, among other things, in the Display menu due to the Trojan-Spy.html.smitfraud.c virus (now totally removed). I cannot drag and drop or set pictures as my background either. How can I manually change the picture (I know that you can somehow through the Run... function) or get my menu options back in Display? Any help would be great.
