proxy wont connect

Hi im trying to configure my browsers to go through web based proxy IP and port but whenever i do so my internet wont load anything. im pretty certain im configuring it right ive tried in IE and chrome. also on 2 different computers. both run win 7 64 .. also tried turning off avast.

this is how I've set it up

Internet Explorer: Tools > Internet options > Connections > LAN settings > Use a proxy server

Google Chrome: Options > Under the hood > Network > Change proxy settings > LAN settings > Use a proxy server
