Having ongoing issues with high ping and latency, upwards of 500ms on my two desktop computers.

Equipment___________________________________________________________
CABLE - My cable Co. is Time Warner Cable - Road Runner High Speed - Pulling about 20MB/s Upload 1.5MB/s

MODEM - Motorola Surfboard DOCSIS 3.0 high speed
ROUTER - DLINK 885 - Dual Band 300N+ 2.4Ghz and 5.0 Ghz

DEVICES TESTED ON_______________
HTC Sensation
Galaxy Tab 10.1
Asus Transformer Prime
Desktop Gaming computer
Home theater computer

The desktop gaming is a top of the line self build, Asus motherboard and good stable Ethernet ports. The problem has persisted for a while and the cable company has done everything they could to help me, even running a direct line into my home. Recently purchased the new router to see what it could do and take advantage of the High streaming for online movies and such.
Both the HTPC and the Desktop gaming computer sit about 500ms in ping. (These two are a direct connect to the router) [ the gaming computer has a 15' Cat-5 cable going to it from the router, and the HTPC has a 3' cable going to it]

My wireless devices - HTC Sensation uses the max it can go at 11MB/s with 1.5MB/s Up. (only on 2.4GHZ, cant see teh 5.0GHZ)
The Galaxy connects to the 5.0 for 16MB/s and 1.5MB/s Up
The Prime cant see the 5.0Ghz so connects on 2.4Ghz
ALL THE ABOVE WIRELESS DEVICES get 40ms for their ping regardless of where I am at in the house.

I cant figure out how to get the ping lower on the two connected computer, at first I thought it was the 15' Cat-5 cable, but since the 3' gets the same latency, I wouldnt think it was the cable. Don't think its the internet provider, or the router and modem since my wireless devices pull the 40ms. Have thought about going wireless on the two, but would rather not have to put out the cost if I can avoid it.
Any ideas and how to diagnose and fix the problem?

First off, thank you for providing as much information as you did. This helps us diagnose the problem faster.

That being said though, you talk about latency as if it's a "standard" thing you can read from a panel. You talk about the computers "sitting at 500ms latency", however you don't tell us what you are trying to reach when you are testing your latency. From where to where are you sending packets to test the latency of the connection.

This makes a huge difference because if I were to "ping" a device within my Local Area Network, I would get about 3-5ms latency. However, if I were to "ping" a device in the USA (I live in the Netherlands) I get about 200ms latency.

So, my concrete question would be; How are you determining your latency?

Hi, thanks for the reply. I am pinging using speedtest.net from an area that is a few miles from me. I have also tried pinging off of LA with similar results. Checked with another program DPC latency Checker and it gives me a different read out, between 80-140. which although still high is not as terrible, but makes no sense for the wireless equipment to throw out 40 or less. I was pleased by one today, It kept a steady 5ms most of the afternoon on test.

I see in the logs that you have IPv6 configured. Is this intended?

This is something I got from the logs too.
What DNS servers are you using?

Because it looks like it tries to resolve the host names into IPv6 addresses.
It looks like they are causing some issues.
