I am starting a low budget computer build just need to know if these parts are compatible they are listed below from what I can tell they should be but want a second or third opinion.

I just received my case which is a cooler master elite 430 from newegg. I am only able to purchase one component a week so it will take me a month or so to finish. I am also using a rocketfish 500w power supply and a galaxy geforce 8400gs video card and do have plans on a new heatsink & fan down the road but gonna use stock for now.

For the best and most stable performance you should where possible purchase a CPU and Ram that have been tested and approved by the motherboard manufacturer, this is referred to as the QVL ( qualified vendors list ) understand though that there are too many products released for them all to be tested so other hardware will be compatible but not proven to be.

I ended up thinking about that and going to the motherboard site after I posted here and seen the cpu on the list but not the ram so I found some from the list I am getting.

and this is for my 11 year old son (a father / son project) and he likes to play game mostly team fortress 2 and counterstrike

about the ram When I looked in the memory/device support QVC it did not have it listed I downloaded the user manual for the motherboard and it had a QVC in it and it was listed in there the memory/device had Model F3-12800CL9D-4GBXM listed but the user manual had that and Model F3-12800CL9D-8GBXM which is just 8GB instead of 4GB I believe

They are both nivida Gforce and 512 MBytes

Performance wise the 8400gs is marginally better however it will not play most modern gamed at high settings, you would be better to upgrade to a decent video card that has 1GB of VRam as soon as you can as either of your present cards will bottleneck the performance of the CPU, Ram and new HDD.

You do not need this as your processor is supplied with a stock heatsink and fan, in addition to this using anything other than the heatsink and fan supplied with your processor will void your warranty, AMD are clear on this

This Limited Warranty shall be null and void if the AMD microprocessor which is the subject of this Limited Warranty is used with any heatsink/fan other than the one provided herewith.

adding a better heatsink and fan is a must I have plans on doing a unlock since the MB has core unlocker to have the fourth core, might overclock to but amd's best for overclocking is only about 4GHz and staying stable so I need the bigger heatsink and fan.

This is incorrect as the same stock HS and fan is also supplied with the AMD Athlon II X4 CPU.

Your computer will only perform as good as your weakest component, the video card so if you do not upgrade it then I am sorry but you are going to be disappointed.

how is it contradictory the new card is 1gb memory instead of 512mb like you said get a 1gb

and the heatsink and fan is more for the overclock

The video cards that you presently have and the one at your link are slow so games will lag as a result, they may not even meet the Minimum System Requirements that most modern games demand and so will not work in any event.
Basically the above cards performance will not allow them to keep up with the faster CPU, Ram and HDD;

The card at your link;
Core Clock 589MHz
Memory Interface 64-bit

The least expensive that I suggested;
Core Clock 700MHz
Memory Interface 128-bit

The other option;
Core Clock 625MHz
Memory Interface 128-bit
Slower but has 2GB of VRam
