Yeah if it was me I would get everything you want backed up onto a flash drive or a cd. Then get the new laptop and transfer your data to it.
I would also suggest you take this laptop with you and have the shop look at it real quick and see if they agree with my assessment that the video is going out. They shouldn't charge you if you just turn it on and let them see what happens.
