HP Netbook blinking cursor after BIOS loads

I work with a middle school that issues netbooks out to their students. One of the problems that keeps coming up is when the netbook is turned on it only has a blinking cursor after Bios. We have a image that we use rather than installing all of our software on these devices so I have imaged the devices. After I image them they work fine however, they came back in about a week with the same issue. Does anyone have any ideas/suggestions?

it sounds like some of the kids are doing something they shouldn't be doing...
can they download things
are they able to access the system files
do you use something like opendns to restrict access to P2P sites...facebook ect
are the netbooks set to boot from a usb device
is the bios password protected
