XP Pro black screen with cursor

Hello i have a windows xp professional machine, the bios posts and windows logo loads, normal it goes to user screen and i select user (no password)but now its a black screen with cursor. control alt delete wont do anything so i cant launch explorer.
this is a list of what i have tryed to do to fix this issue.

ran MRI virus removal. (problem still exists)
i have taken hard drive out and ran check disk threw separate computer (problem still exists)
ran chkdsk /r threw recovery console (problem still exists)
ran bootcgf /rebuild, fixboot, and fix mbr threw recovery console. (problem still exists)
ran windows repair threw oem operating system disk. (problem still exists)

i also cant get safe mode to load.

this problem is a real bugger does anyone have any other ideas. thank you!

Try doing a Repair Install, see if that fixes the problem.
