OK then it is not a startup or driver issue. Let's try another step to see what happens.
Go back to Safe Mode and do the following.




Lets see what you have in your startup services area

Please click on
Start and then to Run
Type in msconfig and press Enter
Now click on Services
Click on the Hide All Microsoft Services
Then uncheck everything and restart.
If system boots correctly and is running smoothly and faster then we have a startup problem
Try going back into msconfig and check one item and reboot
Keep doing that till you have found the problem or all are finally checked.
Post back with the results

yes, that's what's causing the restarts.

Although the original problem is still going on. Netintelligence is still blocking everything!

Ok then now we need to work on the other again.

By chance did you see anything in the service on the netintelligence?

He hasn't been able to use it properly so there's nothing that he needs to keep really.

OK if there is I can help get that stuff off if he wants by using a Linux Live cd which bypasses using windows.
My thinking is to do a complete format and reinstall either using a the factory restore partition or by borrowing a OS disk of the same version that is installed to completely get rid of the problem program.

To access the recovery partition do the following...
    Power off the laptop.
    Hold down the 0 (zero) key and turn the laptop on. Keep holding down the zero key until the TOSHIBA logo appears.
    Start tapping the zero key repeatedly at this point.
    Stop if the unit beeps or when the TOSHIBA logo disappears.
    The screen should flash HDD RECOVERY MODE for a second and then it will load the Toshiba recovery program right from the hard drive.

Note that this erases all data, and reloads all factory default software.

It may not have the recovery partition available on that laptop.
The other option is to borrow a OS installation disk to format and install the OS fresh.
It must be the same that was originally installed on the system. There should be a sticker on the bottom of the laptop that tells what the original OS version was along with the serial number for that version.
