Mod,
I just scheduled a CHKDSK and rebooted, followed along and didn't see any errors, missed the end so don't know if anything wrong was encountered? I checked the 'fix errors' box.

OK can you explain by slow what do you mean exactly?
Bootup time, programs opening and closing, internet, video or music.

Certainly.Say I want to check my email, I've already got a FB open and perhaps an economics blog and Youtube.Typically to open Yahoo, click email/check mail and select an item to open may take 10 seconds from opening the tab to reading mail.

Instead I will see 'connecting' with a green spinning circle on it's left, which may take 20-60 seconds to finish loading. Meanwhile other tabs which had already been open and accessed (example tab says 'pragmatic capitalism') now displays spinning green circle and connecting. Often all tabs show this.

Oh also I have at&t uverse thru a modem, I generally have my work laptop connected to the same modem, but this issue occurs even when the work laptop is not connected. Also I don't notice a time correlation, for instance during evening hours or early morning seems about the same. I have AVG and Malwarebytes, but don't have AVG enabled at startup so as not to intefere.

AVG would be your AV and MBAM is a on demand scanner. It doesn't run unless you request it. The exception is if it is the full paid version and then yes it would be real-time also. With the memory you have and the free space there is no reason for it slowing down.
Lets try a experiment if you are game.
Boot into Safe Mode With Networking and then try everything you just mentioned. Is it slow there?

Boss (real boss not a wife  ) forcing me to do some actual work, will be offline about an hour and a half, then will try the experiment in safe mode. Thanks so much for your patience, I will reply with results afterwards - so a little after 5pm California time.

Mod, in safe networking mode now, still the same.Name of the site (rather than 'connecting') comes up sooner, but still the spinning green circle and takes quite a while before it connects or I just give up and close the tab.

In Microsoft Windows, you can use the command ipconfig /flushdns to flush the DNS resolver cache.
Go to Start and then to Run
Type in cmd and click Enter
At the command prompt type the following and click Enter:

C:>ipconfig /flushdns

Note the space between the g and the /

When done you should see the following:

Windows IP Configuration
Successfully flushed the DNS Resolver Cache.

For HD only

Let's make sure all drives are using DMA mode

Click the Start and then Right click My Computer
Select Manage and In the Computer Management window, select Device Manager
In the right pane, click to expand IDE ATA/ATAPI controllers
The click on the + sign next to your Hard drive controllers on both the Primary Controller and Secondary Controller
Right click on the drive and select Properties
Click the Advanced Settings tab
In the Transfer Mode box open the drop down menu and select DMA if available
Redo the steps to check each of the Controllers
Click OK and exit all windows
Reboot to make sure all settings take affect. Reply back with your results
