Go here at Seagate
Click the Downloads tab.
At Seatools for DOS, select your OS (Windows Vista 32 and 64 bit)
Click Download, click I accept, and Download to download the file (SeaTools223ALL.iso) and save it to your desktop.
Then run BurnCDCC that will burn the .ISO file go here and get burncdcc ..a small FAST no frills iso burning program...
NOTE...do not put a blank cd in until burncdcc opens the tray for you
1. Start BurnCDCC
2. Browse to the ISO file you want to burn on cd/dvd ....
3. Select the ISO file
4. click on Start
Once the disk is burned put it in the infected computer and boot up on it.
Please run the Extended test and report the results in your next reply.

I see similar 250 Gb drives for $120 online.
You can ask in the hardware forum here for specific stores or good buys.
Now for my opinion, you need to do what you "want to do"
I have replaced hard drives in two different computers that run Windows XP that I have had since 2003. One I had to replace the hard drive, the laptop, in 2005 and it is still running great. The other, a desktop, I replaced the drive in 2010 and it is running well also.
If you decide to get the drive, your recovery DVD's will probably work even with the scratch, since the problem you had was primarily with the hard drive they were trying to write to. If however the disk is bad you can get a copy direct from HP for about $25.
But as you say a new computer is another $170 to $300 more for a comparable rig and Windows 7.
Let me know what you decide to do.
