Possible Malware- Help, please [Closed]

My cousin used my computer while I was away. He downloaded this ".exe" file named omeglespy.exe. Since then, the computer has been extremely slow. The "loading" sign next to the arrow sign of the mouse is present at all times. I tried deleting in and didn't let me, even after running it as Administrator. Help, pleaseee

Which Operating System is in use on your machine? Vista and or Windows 7 for example, answer this question for me and we will go from there, thank you.
