XP on dell laptop won't start.

XP won't start on my wife's Dell Laptop. It gets to the Windows logo and won't go any further. I can get it to start in safe mode, sign on as administrator, but anything I try to remove I am told that the administrator has blocked it. I tried system restore in safe mode and still no luck. It restores successfully to that earlier time, but that doesn't solve the problem. Any ideas??
