I am a little unsure as to whether you are asking "How do I get this type of desktop" not the wallpaper but the layout

In which case you simply find on a web search the alternative you wish and install it, albeit it is not a course of action I would recommend.

OR if you are asking HOW DID YOU end up with that desktop.

A little more detailed explanation and a screenshot, as your image is blurred would be of benefit.
