Yesterday automatic updates came in with the following IE9 update

Cumulative Security Update for Internet Explorer 9 for Windows Vista (KB2699988)

This update has stopped all browsers on my laptop from accessing the internet. It took me all day yesterday to track this update down which initially came in with 39 other updates. I uninstalled the update; Rebooted; and internet was running all browsers

1) Go to Windows Update and turn off automatic updates & install otherwise this update will continue to shut you down. I found that out the next morning(today) but knew what to do

2) You will have to uninstall this update and reboot to gain internet access once again

My question is this:

What part of the update is shutting down networking to all browsers and how can this be fixed to allow the update? This problem occurred with Vista OS and I have read it does happen with Windows 7 as well?

If that can cause it, do you have any similar programs

At this time the other solution appears to be to reset IE9, after installing the update.
