Download and save legmsi.reg from the previous post and then right click on it and Merge. Then try to start the service.

OK. Let's try this:

copy the next line:

reg delete "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Custom\MSIEXEC.EXE"

Start, Run, cmd, OK to bring up a command window. Right click on it and Paste or Edit then Paste and the copied line should appear.

Hit Enter. If you don't get an error then that might have been the problem so try to start Windows Installer. If it says it couldn't find the key then that wasn't the problem.

If that gave an error then try this in a command window:

MSIExec /unregister

MSIExec /regserver
