Installations going into system 32

After something went wrong with my computer (files disappeared, Firefox stopped working, desktop icons disappeared, etc.) I'm seeing now that all installations are going into Windows/system32/config/system profile
instead of C/users/myname/appdata/roaming where it always has before.
The programs still work. I tried system restore but that came back with an error that it couldn't restore all files.
Short of reinstalling the operating system, anything else to try?
