new hard drive won't boot from cd

Hi, my dell inspiron 1545 will not boot from disc. It is set up to boot from disc first and even F12 won't boot it from disc :-(. The hard drive does show in BIOS as does the cd drive. How do I get it to boot from disc please. Thank you!
