here are the specs for my motherboard. Im looking for a to upgrade my video card and possibly my CPU. If other specs are needed I have them also.

Your upgrade options are limited I`m afraid and for the following reasons;

The case is small meaning any new video card must be the low profile type (see link below)
Your MB has the dated AGP type video card slot, http://www.newegg.co...2d6ac0baa340ba2
Add on video cards can be power hungry and they sometimes require their own power connection from the PSU (power supply unit) the stock PSU fitted in the Dell OptiPlex™ GX270: Small Mini-Tower Computer has a 250W output and this is not enough for most cards available today, other considerations regarding the PSU are the size and shape of the unit due to the size of the case + does it have a spare power cable available should one be required.

A + the MB has is the 4GB Ram capacity available which would help improve a new add on video cards performance.

This would be your best option, when you are ready to purchase come back here and we can put you a list of parts together, you will need to tell us what your maximum budget will be + what if any parts you already have such as mouse, keyboard, screen and so on.
