XP will not boot up all of the way

I am attempting to reinstall windows xp on a friends old pc on a new hard drive. XP gets through the initial part of the installation, but when the PC reboots to finish the installation, the XP title screen sticks. It did this on the original hard drive as well. The system recognizes the 1.5 gigs of ram. any ideas?

Couple of questions for you if I may;

Did you format and partition the HDD before installing XP.
What type of installation disk are you using, a full retail disk or an OEM disk for example.
Have you checked the install disk for signs of damage such as scratches.
