iCloud gives the error "The application failed to start because it

On windows 7 Ultimate x64 (Freshly installed and fully updated) I am getting the following error whenever I try to setup iCloud on my PC: "The application failed to start because it's side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail."

Here is the log from the relevant event in event viewer:
