Software to restrict the access of processec to local drives

is there a software that would restrict the access of all the processes to my local disk drives or my hard drives and that can selectively execute processes chosen by me...
also is there a software that would restrict the processes tryin to execute from ever being executed and reports them to me??
if there are some please let me know....
