Some images' file size are different on my computer whenever I dow

Why are some images' file size different on my computer whenever I download it?
Here is an example:
http://en.wikipedia....MarioParty9.png

As you can see, this picture has a file size of 52KB. But whenever I download it, I noticed that the file size is only 28KB instead of 52KB...
There is also an effect of this to the picture as the picture appears uglier than the original.

Please help! I need to know what's causing this...
