Welcome to Geeks to Go

First thing to try is this
Steps to turn on integrated WebCam on Sony Vaio Laptop

a. Click on Start and then click on all programs.

b. Go all the way to the bottom until you see "Arcsoft Webcam companion"

c. Click on it and then click on Webcam companion 3 to turn your webcam.

If that does not work - proceed as the other suggestions on this link please

Please answer the other part of the post.
Is it applicable to your situation or will the camera not work irrespective of Skype
