is this happening everywhere in office? just in outlook? just stuff you're typing? or are all the menus messed up?

Try this... I have the same problems with my companies upgrade to 2010. When you recieve the email, hit reply, then select all text and change the font. Any font should do, Arial is the one I have a default. It is definitly a encoding/ font issue with the senders email not your version of outlook. They could be using a font not common with most computers. Some of my users can see the text and some cannot. It is problematic but can be fixed, try working with the sender to find the root font and encoding information(ISO or UTF-8). Hope this helps!
