iammykyl is on vacation at the moment so it may be a while before he is able to respond, I will chime in with some input while he is away if that is ok.

First of all it is unlikely but not impossible that the computer would run if the +12V rail was so low, secondly I would suggest for now that you restore the MBs factory default settings in the BIOS to try and stabilize the computers performance, if it does you should then try and confirm the output from the PSU.
