windows 7 logon problem

yesterday, my brother try to logon to his dell laptop but after typing his password. He got the following message "the user profile srvice failed to logon. the user profile cannot be loaded" and the system shuts off. what could the problem be and can it be fixed without a tecthnician. any tips or suggestions are appreciated............

Press F8 on bootup

Select SAFEMODE

You should be able to login.Follow these instructions

Make sure to export the registry key before editing it.
