It may be as simple as finding a copy of the MSWSOCK.dll file and placing it in the system 32 folder.I would like you to try this before spending any money.

One other method comes to mind can you create a new user and then try to connect that way?

Or perhaps try a system restore to a point prior to the issue.
http://www.howtogeek...system-restore/

Try the earliest system restore point that you have.

Or target the MSWSOCK.dll with sfc /scannow

Open an elevated command prompt and copy and paste the text below and hit enter, allow it to run then reboot.

sfc /scanfile=c:\windows\system32\mswsock.dll

Edit: Added Code box.

If the file is missing or corrupt SFC should have replaced it. Rockmilk the other option is to use the OS disk to copy a version from the dll files to the correct system folder on the system. That should take care of the issue short of maybe having to register the dll then.

Copy it to a flash drive. Borrow a friends system or the library. It is important we get that txt file to see what is going on. You only need to have access to a system with internet and USB to do this so not like you are taking the system. Just see if you can use it to send the file.
