My Recycle Bin on C:\ is corrupted, and when I try to empty it, I don't have permission to delete the folder that's in the Recycle Bin.

Works for Vista and Windows 7.

Referring back to the link details have you run this on an elevated cmd prompt ie Run as Administrator

It appears from your screenshot that you are, but I notice you are running the cmd
on
C:\Users\Tyler>

try running it on
C:\Windows\system32>

and what was the result when you tried method 2 please.
