Programs won't run, Can't Shutdown/Restart after Hibernation

My computer acts funny after I turn it back on from a Hibernation.
Programs won't load
Wifi is disconnected
Can't Shutdown nor Reboot.
I have to hard shutdown by holding the power button for a while.

Was wondering if maxing out my RAM would be worth it, or has this computer seen it's last days? Computer is as clean from Viruses and Malware as possible, as I have gone through the clean up with the Virus, Spyware, Malware Removal Forum.

Windows Vista Home, SP 2
32bit OS
4GB RAM
AMD Athlon 64 X2 Dual Core 5000+, 2.6GHz

I'd run a system scan;
Start - type this in Search Box -> COMMAND find at top and RIGHT CLICK - RUN AS ADMIN

Enter this at the prompt - sfc /scannow

Ram probably isn't the problem. Windows vista is a bad OS in my opinion, if you can upgrade to windows 7 or downgrade to windows xp i'd do so the fact that it hangs after hibernation points to a operating system problem.
